Afternoon General Session

The afternoon general session will begin with a panel discussion on the opioid crisis in America. As the nation’s communities look to their local leaders to address the causes and consequences of prescription drug and heroin overdoses and deaths, this panel discussion will focus on the leadership challenges and opportunities facing local elected officials.

During the second half of the program, delegates will hear from Department of Veterans Affairs Interim Deputy Secretary Scott Blackburn. He will speak about the VA’s continued prioritization of ending veteran homelessness and their on-going partnership with local governments through the National League of Cities.

Former Youngstown Mayor Jay Williams will also address delegates. Williams served as the deputy director of the White House Office of Public Engagement and Intergovernmental Affairs and former assistant secretary of commerce for economic development at the Department of Commerce.
