Phillip Lutz

Biography

Mr. Lutz manages the data collection of government statistics for numerous economic and demographic reports in a nine state area. He has served as the Field Operations Expert to research and plan new methodologies to conduct the 2020 Census. For the 2000 and 2010 Census, he served as the assistant regional census manager who managed nearly 20 local census offices and 20,000 temporary employees in each census. Mr. Lutz is serving in this role again for the 2020 Census. Mr. Lutz is a spokesperson for the Census Bureau, and has been a speaker at numerous conferences and events. Mr. Lutz joined the Census Bureau in 1978. He has served as a field interviewer, geographer, statistician, and program manager. In the 1980’s, he was on a team that created the first national computer map of the United States. This project helped to usher in the GIS industry. The upcoming 2020 Census will be the fifth national census on which he has worked. He has received recognition by the Federal Executive Board for outstanding public service, and has received numerous awards and recognition for his achievements. Mr. Lutz has a B.A. in geography from Temple University in Philadelphia, PA
