Biography

Since 2007, Mr. Carter has served as Chief of FNS’s Office of Governmental Affairs where he and his staff handle the day to day contact with U.S. Congress on issues related to the Food and Nutrition Service’s 15 Federal Nutrition Programs. This includes answering questions from member’s constituents on FNS programs to providing technical assistance on major legislation such as the Farm Bill and Healthy Hunger Free Kids Act.

Prior to joining FNS in 2007, Mr. Carter worked for 15 years at the U.S. Department of Commerce (DOC), where his last position was at the National Oceanic and Atmospheric Administration Office of Legislative Affairs where he handled the day to day congressional activities of the National Weather Service. While at the DOC, he worked in many different offices to include economic development, Federal grants, human resources, minority business development and on the Base Closure and Realignment Act (BRAC) that oversaw the closing of military bases around the country.

Mr. Carter holds a Bachelor of Arts degree in Journalism with a focus on Public Relations from Fresno State University. He is a veteran of the U.S. Air Force and is married with two children and resides in Stafford, Virginia.
