Biography

Sonia Brubaker serves as the Acting Director for EPA’s Water Infrastructure and Resiliency Finance Center. The Water Finance Center provides information on financing approaches to help local leaders make informed drinking water, wastewater, and stormwater infrastructure decisions.

Sonia leads the Water Finance Center in connecting municipal utilities and small systems to funding sources for water infrastructure renewal. She also directs the development of tools and resources for affordability of water services, market-based nutrient management approaches, revenue generating opportunities, and creating partnerships with public and private entities.

Sonia’s recent work has centered on financial leadership practices to address water service affordability concerns for low-income households and resource constrained communities. Her previous experience with asset management training, value of water communication, and stakeholder collaboration further the Center’s initiatives.

Sonia received a Master of Environmental Management with an emphasis in Leadership from Duke University and a Bachelor of Science in Environmental Policy and Planning from Virginia Tech.
