Andrew Phelps evaluates best practices, provides project management assistance to community non-profits, acts as a liaison between community organizations and City leadership, and keeps elected officials informed on issues related to homelessness. Under the leadership of Mayor John Suthers, his goal is that homelessness in Colorado Springs be rare, brief, and non-recurring. Andrew Phelps moved to Colorado Springs in 2012 from Springfield, Missouri. He studied Psychology at Missouri State University and received his Masters of Social Work from Newman University, where he focused on homelessness issues.
