Craig P. Hayes is an attorney in the Municipal Law practice group of Best Best & Krieger LLP’s Indian Wells, California office. Craig serves as the assistant city attorney for the cities of Indian Wells, Palm Desert and San Jacinto. Craig’s practice focuses on public contracting with a concentration on public works construction and construction law. Craig advises public agency clients in different aspects of public works construction, including drafting construction contract documents; prevailing wage law; contract negotiations; the public bid process including bid protests, subcontractor substitution, insurance and bond matters; contract administration and closeout; construction claims and dispute resolution and more. Craig also assists public agency clients on drafting ordinances and resolutions, procurement, purchasing policies and procedures, reviewing and negotiating contracts, grants, and legal research. Additionally, Craig helps public agency clients comply with state and federal funding requirements, including federal programs subject to 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards or more commonly known as the Uniform Guidance. Craig has significant experience assisting and advising public agency clients on federally funded projects.
