David A. Goldwater
David Goldwater is recognized as an industry leader with successful experience in various aspects of the U.S. infrastructure supply chain, bringing over 25 years of experience in the infrastructure consulting, construction and technology industries, as well as government relations, regulatory affairs, environmental affairs and consumer advocacy.
Currently Mr. Goldwater is a Vice President at Stantec, a global engineering and architecture firm. He serves as Director of Policy, Regulatory, & Legislative Affairs for North America, as well as the Director of External Relations for the Water Business Line. Prior to these roles, he was the Director of Business Development & Strategy for the firm’s Water Business in the 26-state Northeast, Midwest & Great Lakes regions, bearing responsibility for business development planning and performance. In addition, Mr. Goldwater serves as Stantec liaison for the National Association of Clean Water Agencies (NACWA), the U.S. Water Alliance, the Association of Metropolitan Water Agencies (AMWA), The Great Lakes & St. Lawrence Cities Initiative, the National League of Cities, and the U.S. Conference of Mayors.
Prior to joining Stantec, Mr. Goldwater served as a Vice President for CH2M HILL, where he managed Government Affairs for the firm’s 33-State East Region and Business Development & Marketing for CH2M HILL’s 10-State Midwest geography. Prior to CH2M HILL, he managed corporate business development, government relations and marketing for Bowen Engineering Corporation, a general contractor providing construction services for power, industrial, private water and public utility markets across the U.S. He also managed the corporate business development team for Insituform Technologies, a leading worldwide provider of technologies and services for the rehabilitation of pipeline systems. Earlier, he managed all Indiana operations of The Flint Group, a firm specializing in lobbying, economic development analysis and state infrastructure funding assistance. Mr. Goldwater’s prior positions in the Indiana Governor’s Office and Indiana Office of the Utility Customer Counselor gave him perspectives on stakeholder concerns and government affairs which have served him well in his corporate roles.
Mr. Goldwater’s talents have been recognized through the award of several industry leadership positions, including the Management Committee, Value of Water Coalition, Affiliate Advisory Council, National Association of Clean Water Agencies, Co-Chair of the Business Council, US Conference of Mayors, and Advisory Board Member, Great Lakes & St. Lawrence Cities Initiative.
