Derek Khlopin advises the Assistant Secretary and NTIA Administrator principally on matters involving spectrum policy, regulation and management, as well as on wireless and emerging technologies more broadly. In this capacity, he also serves as a liaison between NTIA’s Office of the Assistant Secretary and the agency’s program offices including its Office of Spectrum Management and its Institute for Telecommunication Sciences. Prior to NTIA, Khlopin led the North America government affairs activities for Nokia Solutions and Networks (now Nokia), with responsibility for developing and implementing the company’s regulatory and policy strategy and representing the company in the U.S. before the Congress, the Federal Communications Commission (FCC), the Executive branch, and other government agencies, as well as in industry forums. Previously he was the director of regulatory and industry affairs for Nokia. Khlopin has also headed the regulatory and legal advocacy efforts of the Telecommunications Industry Association and its information and communications technology member companies. He started his career as an attorney in the Wireless Telecommunications Bureau of the FCC. Khlopin has held leadership positions in industry associations, including chairing the Government Affairs Council of the Consumer Technology Association, and professional organizations, including serving as a co-chair of the Federal Communications Bar Association’s wireless practice committee. He is a graduate of the Columbus School of Law at the Catholic University of America and its Institute for Communications Law Studies.
