Scott Carter answers questions from member’s constituents on FNS programs to providing technical assistance on major legislation such as the Farm Bill and Healthy Hunger Free Kids Act. In addition, his office is responsible for working with Tribal Nations and State and Local elected leaders. Prior to joining FNS in 2007, Mr. Carter worked for 15 years at the U.S. Department of Commerce (DOC), where his last position was at the National Oceanic and Atmospheric Administration Office of Legislative Affairs where he handled the day to day congressional activities of the National Weather Service. While at the DOC, he worked in many different offices to include economic development, Federal grants, human resources, minority business development and on the Base Closure and Realignment Act (BRAC) that oversaw the closing of military bases around the country. Mr. Carter holds a Bachelor of Arts degree in Journalism with a focus on Public Relations from Fresno State University. He is a veteran of the U.S. Air Force.
